圈页下脚注数字 为何不能随页码变化

使用noteexpress进行文献插入，期刊要求页下脚注，但是发现插入后这个序号无法随页面变动？
如果编辑使用此文档重新排版则意味着原来序号完全不能用。
如果我使用word引用-脚注插入却可以，这是不是noteexpress技术缺陷？

比如使用noteexpress插入文献后，某一页下的脚注中文献序号：

重新排版后， 点格式化参考文献 或者更新题录也不会重新排序吗？
